Scottish Public Service Award
Scotland Excel won its second ever Scottish Public Service Award recently.
We scooped our second ever Scottish Public Service Award recently, when our cost of care model won the 2018 Commercial Partnership Category.
Our Strategic Programme Manager, Jennifer McKerrall and Procurement Adviser, Mary O’Toole were on hand to collect the award at the annual ceremony in Edinburgh.
Ours is the first cost of care model to be developed for care homes in Scotland, and we worked closely with councils and representative bodies for care home providers to develop it. It sets out each cost element of care and avoids lengthy annual negotiations.
The model delivers a national average rate, delivered in partnership with the sector, which ensures there’s no postcode lottery of care when people access services, and provides a clear and known benchmark for people self-funding their care.
It has supported delivery of the real living wage to care staff, brought parity with NHS nurse rates, and ensures quality for those using the services.
The rate also supports national minimum wage for all other domestic and ancillary staff, and ensures a commitment to allow for holiday costs, training backfill, pension provision and contingency for sickness absence.
It also includes a level of commercial return consistent with the average rates of return reported in the recent Competition and Markets Authority study on Care Homes in the UK.
