ELC: Setting the local rate

This Scotland Excel service can support local authorities in setting the sustainable rate for early learning and childcare (ELC) providers in their area.

Setting a local hourly rate is a requirement of all councils under the Scottish Government’s policy to provide 1140 hours of early learning and childcare to children from the age of 3.


Childcare settings vary and include childminders, private nurseries, voluntary sector nurseries and nursery classes within schools. They have different costs depending on the setting and council area.

The calculated rate must take account of payment of the Real Living Wage.

Scotland Excel will propose a range of calculation models to the council – giving the flexibility to choose which suits requirements.
We then engage with the local ELC providers to get the inputs needed to run the calculation.

The benefits to using Scotland Excel's ELC service are:
-We have significant knowledge in this area, having been commissioned by the Scottish Government to work on initial creation of this policy.
-We have extensive experience in service rate setting, having produced the national cost of care model.
-We will work closely with the local providers to ensure they are part of the process.
-Using our service means the council’s own resources do not need to be focused on this project.
-It is more cost effective for Scotland Excel to deliver this service as opposed to a private sector consultancy firm.
