Our Executive Team is responsible for leading and developing Scotland Excel to ensure that the strategic objectives, visions and values of the organisation are met.                                 


Julie Welsh, Director



Julie Welsh, Chief Executive

Julie Welsh provides leadership for Scotland Excel to ensure that the organisation's activities are aligned with customers' needs and that its performance meets their expectations. She works closely with stakeholders to maximise the benefits of collaboration and champion the role of procurement as a driver of policy, service innovation and community benefits.

Julie has 20 years procurement experience in the public and private sectors. Before joining Renfrewshire Council, she held senior procurement roles at Glasgow Housing Association and Scottish Power, and has previously worked in the manufacturing, higher education and transport sectors.

Julie holds an MBA from Glasgow University and has been a Member of the Chartered Institute of Procurement and Supply since 2001.  

Hugh Carr, Head of Strategic Procurement




Hugh Carr, Head of Strategic Procurement

Hugh provides leadership to Scotland Excel's strategic procurement teams and ensures that the organisation delivers best value collaborative contracts to its customers. Hugh works closely with stakeholders to ensure that their strategic priorities are incorporated into future development plans, and that the needs of our sector are represented in national procurement plans.

Hugh has extensive experience of supply chain and outsourcing management. He spent 12 years at the electronics company Compaq, and has held senior roles at Accenture, Network Rail and Babcock International. Prior to joining Scotland Excel, Hugh was responsible for supply chain and commercial management at Scottish Water Solutions.

Hugh holds an MBA from Strathclyde University and a BSc in Industrial Chemistry from Paisley College.


Stephen Brannagan, Head of Customer and Business Services

Stephen Brannagan provides leadership for Scotland Excel’s business and customer teams, and champions a culture of engagement, consultation, communication and customer service across the organisation. He ensures that the appropriate structures, systems, policies, processes and skills are in place to deliver customer satisfaction and a sustainable future for the organisation.

Stephen was appointed to his current role in May 2015. Prior to this, he was Programme Manager for Scotland Excel’s reform team providing procurement capability assessment and change management services to local authorities. Stephen has worked in a broad range of roles in the public and private sector, including 8 years running his own award-winning SME business.

Stephen holds an Executive MBA from the University of the West of Scotland and is undertaking a PhD in Entrepreneurial Leadership.
