Scotland Excel is one of Scotland's leading public sector shared service organisations. As the Centre of Procurement Expertise for the local government sector, we are proud to work in partnership with all 32 local authorities in Scotland.
Established in 2008 in response to the recommendations of the McClelland Review of Public Procurement, we have since worked with local authority members to deliver savings and efficiency through collaboration and improved procurement practices. Our contracts have returned c. £5 in savings for every £1 invested in our operating costs, and we have supported a three-fold increase in procurement capability across the sector.
Since 2008, our approach has evolved to meet the changing financial, legislative and policy priorities of local government and the wider public sector. Procurement is now recognised as an enabler for the development of innovative public services, and a powerful tool for delivering social, economic and environmental benefits from the public purse.
Our vision is to be the shared service partner of choice for local government by ensuring that everything we do delivers value to our members and their communities. As the drive for shared services increases across the public sector, we believe that we can do more for our local authority members and other organisations that serve the people of Scotland.
